I live in Northeast Philadelphia in PA. I went to apply for a zoning permit to close my garage, and I was told I need to meeting with the Civic Association for my neighborhood. What makes the civic association so powerful? What if there are 20 civic associations in my neighborhood, how am I supposed to know? I live in the city, I don’t have any complications of town home communities or anything like that. What law exists that gives these so-called civic associations the power they have?
